Laut Bericht des Bundesfinanzministeriums ist der Bedarf unvorhergesehen, da sich im Bereich des Arbeitslosengeldes II die Zahl der Bedarfsgemeinschaften oder durchschnittliche Geldleistungen pro Bedarfsgemeinschaft gegen\u00fcber den Annahmen zum Haushalt 2005 deutlich ung\u00fcnstiger entwickelt haben.<\/p>\n<p>W\u00e4hrend bei Haushaltsaufstellung rund 2,5 Millionen Bedarfsgemeinschaften im Jahresdurchschnitt gesch\u00e4tzt worden seien, habe die Zahl im Mai 2005 rund 3,5 Millionen betragen.
