Vor allem die nachfolgende Passage harrt der Deutung.<\/p>\n<p>Luhmann schreibt 1968 (!, erste Auflage):<\/p>\n<blockquote>\n<p>Die Metapher vom &#8216;Staatsvertrag&#8217;, durch den freie Naturmenschen sich selbst oder dem eingesetzten Souver\u00e4n Vertrauen gew\u00e4hren, entspricht keine Wirklichkeit. Gewi\u00df: der Staatsb\u00fcrger w\u00e4hlt. Aber die politische Wahl ist keine Beauftragung mit Interessenvertretung. Der deklarierte Leitgedanke dieser Institution lautet, da\u00df die gew\u00e4hlten Volksvertreter nach Kriterien des Gemeinwohls zu entscheiden haben. Aber sie beanspruchen souver\u00e4ne Entscheidungsgewalt, und <strong>einem Souver\u00e4n kann man nicht vertrauen<\/strong>.<sup class=\"modern-footnotes-footnote \" data-mfn=\"1\" data-mfn-post-scope=\"0000000000003e910000000000000000_3009\"><a href=\"javascript:void(0)\"  role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-0000000000003e910000000000000000_3009-1\">1<\/a><\/sup><span id=\"mfn-content-0000000000003e910000000000000000_3009-1\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"1\">Niklas Luhmann: Vertrauen. Wie kann da ein Vertrauensverlust in die Politik bejammert werden?
