Weil weder das Angebot schon rechnerisch stimmt, es sei denn, man kalkuliere die Nichtnutzung ein. Und weil das konkrete Angebot am Personenkreis vorbeigehen d\u00fcrfte. In bestem B\u00fcrokrat:innen-Deutsch hei\u00dft das:<\/p>\n<blockquote><p>Die zum KulturPass zugelassenen Kulturkategorien orientieren sich dabei an den beihilferechtlichen Bestimmungen (Art. 53, 54 AGVO). (<a href=\"https:\/\/www.kulturpass.de\/anbietende\">Quelle<\/a>)<\/p><\/blockquote>\n<p><a href=\"https:\/\/service.kulturpass.de\/help\/de-de\/11-teilnahme-voraussetzungen\/11-forderberechtigte-angebote\">Dort<\/a> liest man:<\/p>\n<blockquote><p>F\u00f6rderberechtigte Angebote sind:<\/p><\/blockquote>\n<div>\n<blockquote>\n<ul>\n<li>B\u00fccher (mit Ausnahme von E-Books &amp; Schulb\u00fcchern)<\/li>\n<li>Eintrittskarten f\u00fcr: Museen, Gedenkst\u00e4tten, Parks und Schlossg\u00e4rten<\/li>\n<li>Kinofilme<\/li>\n<li>Konzerte<\/li>\n<li>Musikinstrumente<\/li>\n<li>Noten (nur Print)<\/li>\n<li>Theaterst\u00fccke &amp; Performances<\/li>\n<li>Tontr\u00e4ger (<a href=\"https:\/\/www.kulturpass.de\/anbietende\">Quelle<\/a>)<\/li>\n<\/ul>\n<\/blockquote>\n<p>Wie schon an anderen Stellen hervorgehoben, keine Bildungsveranstaltungen (Musikunterricht, Kurse an Volkshochschulen \u2026) dabei, keine Software, keine digitalen Waren. Aber immerhin \u2013 falls sich ein entsprechendes Management daf\u00fcr interessieren w\u00fcrde als Anbietende:r \u2013 w\u00e4re auch ein Konzert mit Roger Waters ganz sich f\u00f6rderberechtigt; mit einem Elster-Zertifikat sollte es schon gehen.<\/p>\n<p>Es geht nicht wirklich um 18-j\u00e4hrige. Das erkl\u00e4rt sich aus dem Anliegen des Passes selbst:<\/p>\n<blockquote><p>Vor dem Hintergrund der Corona-Pandemie wird ein kulturpolitischer Schwerpunkt auf Kulturanbietende vor Ort gelegt. Diese waren von den zur Pandemiebek\u00e4mpfung ergriffenen Ma\u00dfnahmen besonders betroffen und haben erhebliche Umsatzr\u00fcckg\u00e4nge erlitten. Sie leiden nach wie vor unter einem starken Publikumsschwund. (<a href=\"https:\/\/www.kulturpass.de\/anbietende\">Quelle<\/a>)<\/p><\/blockquote>\n<p>Man will die Kulturanbietenden (sic!) auf dem R\u00fccken des Gutmeinenstums st\u00e4rken. Die 18-j\u00e4hrigen ben\u00f6tigt man nur quasi als Kulturgeldw\u00e4scher:innen. Aber was kann man mit 200 Euro so anfangen, beispielsweise im Musikinstrumentenbereich \u2013 eine Gitarre vielleicht bittesch\u00f6n? Eine Unterrichtsstunde inklusive, oder doch besser zum Selbstlernen mit Noten in Print (ob da auch Lernb\u00fccher mit bei sind?)<\/p>\n<p>Wer wird sich den b\u00fcrokratischen Aufwand antun? Also Wo:manpower f\u00fcr die b\u00fcrokratischen und technischen Dinge aufbringen, also die Gitarre und das Lehrbuch \u201eanbieten\u201c. Zu vermuten ist, dass davon wenn \u00fcberhaupt nur wirklich professionelle Anbieter eine Nutzen davontragen k\u00f6nnen, die auch die personelle und technische Infrastruktur besitzen. F\u00fcr \u00f6ffentlich gef\u00f6rderte Theater eher zu leisten, als f\u00fcr eine Kleinkunstb\u00fchne.<\/p>\n<p>Profitieren wird sicher auch der Hersteller der technischen Kulturpassinfratruktur &#8211; Websiteprogrammierer:innen, App-Entwickler:innen. Wie viel diese aus dem 100 Mio.-Euro-Topf bekommen\u00a0 \u2013 und die Rechtsberater:innen, die Buchhalter:innen und Evaluierer:innen? W\u00e4re mal interessant. Die Verwaltung der APP liegt bei der <a href=\"https:\/\/www.digitale-chancen.de\/\">Stiftung Digitale Chancen<\/a> (die unter Schirmherrschaft zweier weiterer Bundesministerien steht). Der APP-Code ist <a href=\"https:\/\/www.digitale-chancen.de\/\">immerhin offen<\/a>. Das kleine Unternehmen, das die APP entwickelt hat ist die Garagenfirma <a href=\"https:\/\/github.com\/kulturpass-de\/kulturpass-documentation\">SAP<\/a>.<\/p>\n<p>Der Start f\u00fcr heute auf Anbietenden-Seite angek\u00fcndigt holperte schon mal.
