Das tun sie ganz sicherlich und dar\u00fcber m\u00fcsste man auch kein Wort verlieren. Au\u00dfer insgesamt, dass sich die Intendant:innen der ARD dem nicht mehr so sehr verpflichtet f\u00fchlen. Doch das ist eine Frage von Medien- und Kulturpolitik.<\/p>\n<p>Ganz falsch ist es \u2013 mindestens aber sehr ungeschickt\u2013, diesen Auftrag mit der H\u00f6he des Rundfunkbeitrags zu verkn\u00fcpfen. Da hei\u00dft es:<\/p>\n<blockquote><p>\u201eFakt ist: Vom monatlichen Rundfunkbeitrag von derzeit 18,36 Euro entfallen nur 0,41 Euro auf die Klangk\u00f6rper; das entspricht einem Anteil von etwa 2,2 Prozent. Klangk\u00f6rper taugen daher nicht als m\u00f6gliche \u201aBauernopfer\u2018 weiterer Einschnitte\u201c. (Quelle: <a href=\"https:\/\/www.nmz.de\/kiz\/nachrichten\/rundfunkklangkoerper-wirsindkulturauftrag\">PM &#8211; unisono<\/a>)<\/p><\/blockquote>\n<p>Denn, wer mit Zahlen jongliert, l\u00e4dt dazu ein, dass es andere auch tun \u2013 und sie werden diese Steilvorlage nutzen. Sie werden sich fragen: 2,2 Prozent f\u00fcr Ensembles, die regelm\u00e4\u00dfig auf Rundfunk(!)-Wellen nur ab und an pr\u00e4sent sind; auf Wellen, deren Marktanteil selbst im Konzert mit den Wettbewerbern im Bereich von kaum messbar bis etwas messbar zu finden sind.<\/p>\n<figure id=\"attachment_3215\" aria-describedby=\"caption-attachment-3215\" style=\"width: 827px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.kritische-masse.de\/logbuch\/2023\/05\/24\/unbehagen-unisono-rundfunkklangkoerper-wirsindkulturauftrag\/screenshot-www-ndr-de-2023-05-24-12_44_29\/\" rel=\"attachment wp-att-3215\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-3215\" src=\"https:\/\/i0.wp.com\/www.kritische-masse.de\/logbuch\/wp-content\/uploads\/2023\/05\/screenshot-www.ndr_.de-2023.05.24-12_44_29.png?resize=827%2C511&#038;ssl=1\" alt=\"MA 2023\/01 - NDR Niedersachsen\" width=\"827\" height=\"511\" \/><\/a><figcaption id=\"caption-attachment-3215\" class=\"wp-caption-text\">MA 2023\/01 &#8211; NDR Niedersachsen<\/figcaption><\/figure>\n<p>Laut Marktanalyse kommt zum Beispiel NDR Kultur in Niedersachsen in der Auswertung vom 2023\/01 auf eine Tagesreichweite von 1,6 %. Siehe Tabelle. Wie gesagt: Das ist Radio ohne Fernsehen. Nach au\u00dfen k\u00f6nnte das wie Luxus wirken mit einem Gesamtbuget von 2,2 Prozent am Gesamtrundfunkbeitrag (wo ja auch Deutschlandradio und ZDF mitmischen).<\/p>\n<p>Im Altpapier des MDR listet Ralf Heimann am 27.4.2023 auf :<\/p>\n<blockquote><p>\u201eEine \u201aRote Rosen\u2018-Folge <a href=\"https:\/\/www.ndr.de\/nachrichten\/niedersachsen\/lueneburg_heide_unterelbe\/Bis-2025-im-Ersten-Zwei-neue-Staffeln-Rote-Rosen-geplant,roterosen7958.html\">kostet in der Produktion<\/a> knapp 100.000 Euro. Um den Beitrag im Monat um einen Cent zu senken, m\u00fcsste man 45 Folgen streichen.\u201c (Quelle: <a href=\"https:\/\/www.mdr.de\/altpapier\/das-altpapier-3124.html\">MDR Altpapier<\/a>)<\/p><\/blockquote>\n<p>Umgerechnet auf 0,41 Cent f\u00fcr die Klangk\u00f6rper k\u00f6nnte man als 1.845 Folgen Rote Rosen produzieren. Ob das sinnvoll w\u00e4re, ist eine andere Frage.<\/p>\n<p>Im gleichen Altpapier zitiert Heimann aus einem Gastbeitrag von Ilja Braun und Heiko Hilker f\u00fcr die SZ, wo diese welche Einsparpotentiale sehen. (Die Klangk\u00f6rper geh\u00f6ren nicht dazu!)<\/p>\n<blockquote>\n<ol>\n<li><strong>Der Staat \u00fcbernimmt die Rundfunkbeitr\u00e4ge f\u00fcr Menschen, die Sozialhilfe erhalten. <\/strong>Das k\u00f6nnte die Beitr\u00e4ge den Berechnungen nach um 1,30 Euro senken.<\/li>\n<li><strong>Die L\u00e4nder \u00fcbernehmen die Kosten f\u00fcr die Altersversorgung der Rundfunkanstalten.<\/strong> Intendanten und Direktoren verzichten auf die H\u00e4lfte ihrer Pensionsanspr\u00fcche. Das w\u00fcrde im Beitrag 1,40 Euro ausmachen.<\/li>\n<li><strong>Die Geh\u00e4lter von Intendanten, Direktoren und anderen hohen Positionen werden reduziert und an das Gehalt von Politikern angepasst.<\/strong> In dem Fall w\u00e4re der finanzielle Effekt nicht ganz so gro\u00df: etwa einen Cent pro Monat. Aber der Schritt w\u00fcrde laut Hilker und Braun die Akzeptanz in der Gesellschaft erh\u00f6hen.<\/li>\n<li><strong>Private Sender sollen f\u00fcr ihre eigene Aufsicht bezahlen, statt dass dies aus dem Rundfunkbeitrag finanziert wird.<\/strong> Dies k\u00f6nnte den Beitrag wiederum um 35 Cent pro Monat senken.<\/li>\n<li><strong>Es gibt eine Obergrenze f\u00fcr die Kosten f\u00fcr Sportprogramme und mehr Geld f\u00fcr Bildung, Kultur und Dokumentarfilme.<\/strong> So k\u00f6nnten die Sender auf 30 Cent pro Monat verzichten.<\/li>\n<\/ol>\n<\/blockquote>\n<p>Das ist reichlich! Nehmen wir die beiden ersten Positionen heraus, wo man Land und Staat in die Pflicht n\u00e4hme, reihten sich die Klangk\u00f6rper als eben doch nicht so kleiner Anteil da mit ein.<\/p>\n<p>2,2 % vom gesamten Rundfunkbeitrag und damit 41 Cent sind eben keine Peanuts. Aber sie sind gut angelegt. Jetzt aber steht die H\u00f6he tats\u00e4chlich im Raum. Damit er\u00f6ffnet sich die Frage nach der Relevanz \u00fcber breite H\u00f6rer:innenschichten hinweg. Das kann eigentlich nur schief gehen. Dass die Intendant:innen auf lange oder kurze Sicht auf diese Klangk\u00f6rperpflege verzichten wollen, ist kein Geheimnis. Dass man ihnen nun aber im besten Sinne gut gemeinte Argumente liefert, k\u00f6nnte sich als Bumerang herausstellen. Da ist sogar das Bekenntnis zum Kulturauftrag nicht nur hilfreich, wenn Gerald Mertens in der gleichen Meldung von unisono bekr\u00e4ftigt:<\/p>\n<blockquote><p>\u201eAllein die zw\u00f6lf Orchester in der ARD und der roc haben in den vergangenen 30 Jahren durch Fusionen und Verkleinerungen bereits rund 26 Prozent ihrer Planstellen verloren. Sie leisten im Kultur-Programm und in ihrem jeweiligen Sendegebiet mit zahlreichen Auftritten und Projekten auf h\u00f6chstem qualitativen Niveau eine unverzichtbare Musik- und Kulturvermittlung; gerade auch dort, wo es keine kommunalen Orchester und Theater gibt. Diese regionale Vielfalt gilt es zu erhalten. Wir sehen die Klangk\u00f6rper und ihre Mitglieder als authentische und sympathische Markenbotschafter der Rundfunkanstalten. Unser Fazit daher: Die Klangk\u00f6rper des \u00f6ffentlich-rechtlichen Rundfunks stehen im Zentrum des Kulturauftrags. Kurz gefasst: Wir sind Kulturauftrag!\u201c (Quelle: <a href=\"https:\/\/www.nmz.de\/kiz\/nachrichten\/rundfunkklangkoerper-wirsindkulturauftrag\">PM &#8211; unisono<\/a>)<\/p><\/blockquote>\n<p>Da wird man sich mit der Frage konfrontiert sehen: ist das der Auftrag der Klangk\u00f6rper mit ihren Auftritten und Projekten dort zu wirken, \u201ewo es keine kommunalen Orchester und Theater gibt\u201c? Sch\u00f6n dass, ja! Aber ist das Kernauftrag? Wo wird das evaluiert. Was passiert wirklich in Gifhorn, Wilhelmshaven, Brokdorf \u2013 um mal im Sendegebiet des NDR zu bleiben. Und Rechenstift rotiert gleich weiter \u2026 was ist mit <a href=\"https:\/\/www.ndr.de\/orchester_chor\/radiophilharmonie\/konzerte\/NDR-Radiophilharmonie-Auf-Tournee-mit-Diana-Damrau,damrautournee100.html\">Gastspielen au\u00dferhalb der Sendegebiete<\/a>: In Essen, Baden-Baden wie die Radiophilharmonie des NDR. Das Symphonieorchester des Bayerischen Rundfunks ist zu Gast in Amsterdam und Prag und und und ist doch l\u00e4ngst nicht mehr Erf\u00fcllung kommunaler Beihilfen, die eigentlich sowieso das Land zu liefern h\u00e4tte.<\/p>\n<p>Richtig w\u00e4re dagegen, offensiv f\u00fcr die Klangk\u00f6rper zu werben, den Ausbau zu fordern. Mit dem eingeschlagenen Weg, wie ihn auch der Deutsche Musikrat in Sachen <a href=\"https:\/\/www.kritische-masse.de\/logbuch\/2023\/05\/16\/musikunrat-fordert-nachdenkpause-fuer-den-deutschen-musikrat\/\">DMR vs. ESC<\/a> verfolgt, ist man auf dem Holzweg. Einem sehr gef\u00e4hrlichen dazu. Man w\u00e4hnt sich auf dem 11-Meter-Punkt &#8211; nur geht es ins eigene Tor. Hoffentlich schie\u00dfen die Sch\u00fctzen schlecht.
